8/9/2010 - REMINDER - Indicator 7 Count Submission
The Indicator 7 count is well under way and LEAs and Charter Schools should have completed an initial submission. All submissions should be Certified no later than August 16, 2010. As a reminder, we are posting some answers to common questions about completing this count. *LEAs who have certified the Indicator 7 do not need to complete the steps below.
Submitting the Count:
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, click New Submission. Fill in the drop lists on the screen using the totals on the Early Childhood Outcomes Report for the Active and Exited students. If the submission is rejected and different numbers are listed in the rejection, the user should resubmit using the Actual student count listed in the rejection notice.
Correcting Technical Manual Data Errors:
When the submission is in Technical Manual Data Errors status, open up the errors and resolve them using one of two ways:
1: The record is deleted from the submission and not counted because it was counted in last year's Indicator 7 submission.
2: Update the record on the Data Manager screens and then re-submit the count.
Most of the errors will be kindergarten students who are pulled into the count but may have actually been counted on last year's Indicator 7. This is because there is not an Indicator 7 count in CECAS to use as a baseline. These kids won't be screened out. Go to the Delete Student Link in the Submission Processing Work Box and delete the students who are not 3,4, or 5 and exited pre-k during the 09-10 school year.
Other possible errors are related to race/ethnicity and LEAs will need to update records to the new race. If this error occurs, go to the Child Demographics screen, select the correct race for the student and resubmit the count.
To Certify the Count:
Make sure the count status is either NO DATA or VALIDATION COMPLETE
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period Type field. Select Indicator 7. From the count period drop list select SY 2009-10 Ind 7. Select Region and LEA. Do not select a file type.
Click Search.
The Certify button will appear next to the Search button.
Click Certify.
Print the next page for your records.

7/29/2010 - Charter Schools Indicator 7 in CECAS
Charter schools are required to submit an Indicator 7 Child Outcome Summary Form (COSF) count in CECAS for the 09-10 school year. The reason charters are asked to submit is because students are counted at the school they are attending on the date of the count. So, if a student moved from an LEA where they received pre-k services to a charter school for Kindergarten services, the only way to collect the COSF data is to have the current LEA submit the data.
Other possible submission statuses are Validation Complete and No Data. If either of these statuses occur, please have the EC Director certify the count following the steps below:
To Certify the Count:
1. The EC Director must sign into CECAS.
2. Open the Data Exchange folder (click arrow), then the Periodic Count folder (click arrow) and then click the Periodic Count Submissions (click link).
3. On the Periodic Count Submissions page, drop down the Count period field. Select Indicator 7 Periodic Child Count.
4. Select Region and LEA.
(*Do not select a file type.)
5. Click Search. Your submission should display on the screen.
6. The Certify button will display next to the Search button at the top of the screen.
7. Click the Certify button. The Periodic Count Certify Confirmation screen displays.
8. Print the Periodic Count Certify Confirmation screen for your records.
9. Click the Cancel button and your status should display as Certified.
7/29/2010 - Understanding the 09-10 Indicator 7 Submission
The EC Delivery Team would like to send out some pointers to assist in getting through the first Indicator 7 submission.
The Early Childhood Outcome Report (ECOR) is the report to use for count submission, but it is not a true preview report. It will give the numbers of active and exited students, but it does not include certain students who have errors, such as students missing an exited COSF. The user should enter the active and exited numbers in the submission. If the submission is rejected and different numbers are listed in the rejection, the user should resubmit using the Actual student count listed in the rejection notice.

So, to summarize: Use ECOR to get the Active and Exited student numbers for the count submission. If Periodic Count process doesn't agree with them, use the new numbers provided in the submission. Open up the errors and resolve them. Just do the best you can. Next year will be easier. 7/21/2010 - CECAS Contacts' DEC4 Training Workshop 8/2 - 8/5
Due to extra availability in space, registration for the CECAS Contacts' DEC4 Training Workshop is now open to all interested users. Registration is no longer restricted by region or limited to (1) person from each LEA.

7/20/2010 - Indicator 7 Child Outcomes Summary Form Submission
The Indicator 7 Child Outcomes Summary Form (COSF) count for children who completed EC Preschool programs between July 1, 2009 and June 30, 2010 will be transmitted through CECAS based on the submission dates of August 2-16, 2010. **Charter schools must submit an Indicator 7 count regardless of whether or not they serve pre-school students. This is to ensure that any child who moved from an LEA to a Charter is counted.
An initial submission from all LEAs and all Charter Schools should be completed no later than Friday, August 6, 2010. The Indicator 7 count must be certified on or before Friday, August 16, 2010. Third party CECAS users are required to send in the Indicator 7 (COSF) spreadsheet that was sent from the Exceptional Children Division no later than August 16, 2010.

7/20/2010 - Reminder: Re-identification of Race/Ethnicity for Preschool and Out of School Students
***LEA LEVEL NOTICE
The new federally mandated Race and Ethnicity codes were implemented in CECAS in June. Per Mary Watson's memo on June 4, 2010, LEAs should be in the process of re-identifying preschool and out of school students. The deadline for re-identification is August 1, 2010. Meeting this deadline will ensure that the final transition from the old Race/Ethnicity codes to the new Race and Ethnicity codes are complete prior to the beginning of school.

07/14/2010 - Server Upgrades Complete
The mid-range upgrades to the servers are now complete. Users should no longer experience slowness or receive server errors as both servers are now fully operational. **COMING SOON** We are working to get Indicator 11 fully implemented into CECAS in the near future. Please watch for training opportunities for Indicator 11 and any other CECAS refreshers.

6/28/10 - DEC4 Form Training Workshop Registration

6/21/2010 - CECAS Upgrade and Race/Ethnicity Released This Weekend
The upgraded CECAS servers are now live in production with the .NET 3.5 and Windows 2003 upgrades in place. The changes also include the new race/ethnicity code and associated database changes.
CECAS is still operating on one server while the second one is upgraded, so users may continue to see slow response times until the next set of servers is upgraded and back in service. Some users may experience a DTool mismatch error, but this can be resolved quickly. Training will also be provided on the use of and revisions made to the Review of Accommodations Used During Testing forms for 2010-11. In addition, the Webinar will offer continued training on the important relationship between instructional and testing accommodations.

06/03/2010 - Reporting changes due to Race/Ethnicity enhancement
The new federally mandated Race and Ethnicity codes will be implemented in CECAS between June 18th and June 30th. This implementation will require the current Race/Ethnicity codes to be converted to the new codes. This conversion will reclassify the current Race/Ethnicity codes into new Race and Ethnicity categories. The result of this reclassification is that reports may reflect different totals per category. This will apply to reports of submitted and certified data as well as ongoing data. If users anticipate the need to see previously submitted and certified data using the old Race/Ethnicity categories, they are advised to run and print any reports that contain Race/Ethnicity.

5/21/2010 - Ongoing CECAS Enhancements
The EC Delivery Team has received several inquiries regarding the lifespan of CECAS. CECAS is currently in the process of being upgraded and enhanced to provide the users with new functionality and reporting capabilities. There are no plans to replace or retire the CECAS system. For informational purposes please see the list of enhancements that will be occurring in the next 18 months.

5/19/2010 - CECAS users are not able to add transportation as a related service
Currently, CECAS users are not able to add transportation as a related service on the plans screen. This is a severity 1 issue and is being worked on currently. We apologize for this inconvenience. The EC Delivery Team will submit records to UID on May 22, 2010. Please make sure all near matches in UID are resolved by May 21st. Any near matches remaining on May 22nd will be resubmitted to UID and cause duplication of those near matches. Records that canceled during the previous submission in April due to an invalid NCWISE ID in CECAS will have the invalid NCWISE ID cleared out on May 18, 2010. LEAs are asked to not enter NC WISE IDs into the NCWISE ID field in CECAS unless they are sure that the record is in NC WISE and the ID is valid.

05/12/2010 - New Support Process for CECAS
Due to upcoming enhancements and changes to CECAS, the CECAS regional training team will no longer be available to assist with support related issues. Effective immediately the first level of support will be the CECAS help desk.
For faster response automatically log a new issue to the Remedy system using the steps below:

3/19/2010 - Production Data not Showing on Reports
Currently, the CECAS production application is not replicating data entered on the Data Manager screens over to the Reports server resulting in inaccurate reports. Data entered today is not reflected on reports.

3/17/2010 - Change to Process for Collection of Testing Accommodations
Based on user feedback about the new requirement for collecting testing accommodation data, we have revised our initial statement which asked LEAs to use only one system to enter the data. For transfer students, LEAs that are using CECAS forms may use NC WISE to document a plan. Please see question and answer below for clarification.
Question 1: What if my LEA uses the CECAS DEC 4 form but a student transfers into our LEA from another LEA with an active IEP and it is only entered into the CECAS plans screen?
Answer: If you receive a student from an LEA who does not use the CECAS DEC 4, you can either enter the DEC 4 form into CECAS or provide the accommodation information from the IEP to the person selected in your LEA to enter the data into NC WISE.
Question 2: We currently have some DEC 4 forms in CECAS and some are only entered as plans. Beginning this year, all teachers in our LEA will begin to use CECAS to complete DEC 4 forms. Do we need to do anything for the current ones that are entered as a plan only?
Answer: Yes, you can either enter the DEC 4 form into CECAS or provide the accommodation information from the IEP to the person selected in your LEA to enter the data into NC WISE. NCDPI will need to collect the accommodation data on all students in your LEA.
As we work through the process of collecting this data, we appreciate feedback from the field and will do everything we can to reduce duplicate entry of this data. 3/15/2010 - LEA Level information on Testing Accommodation Data Requirement
Recently a memo went out to LEA Superintendents and Charter School Directors regarding the need to input testing accommodation data into NC WISE. The EC Delivery team would like to clarify what is expected of CECAS users.
Schools that use the IEP DEC4 form in CECAS for all students do not need to enter any accommodation data into NC WISE. Please make sure to keep all DEC4 information up to date to ensure accurate information is collected and sent to NC WISE.The EC Delivery team will provide the data from CECAS to accountability at the appropriate time.
Schools that use only the Plans screen in CECAS to track student services will be required to provide the testing accommodation data to NC WISE. There will be training provided on the data entry portion of the requirement and LEAs will be notified of the training as soon as it is made available. This notice should serve as advance notice of a future data requirement to help LEAs plan how to best provide the data required.
Please plan to use the same method for data entry for all students in your LEA. In other words, if your LEA uses the CECAS DEC 4, use it for all student records. If your LEA is planning to record the data in NC WISE, use NC WISE for all student records.
If an LEA decides to begin using CECAS forms this decision should be made prior to entering any testing accommodation data into NC WISE to avoid duplicate entry.

3/10/2010 - April 2010 Periodic Child Count Submission Schedule
The April 2010 child count for children with disabilities will be transmitted through CECAS based on the submission dates as listed in the table below.
The Special Education Child Count Verification form (for those LEAs whose EC Director does not actually do the CECAS submission) is available in the "Memorandums and Official Communications" of the Downloads Tab on the CECAS Information Site. 2/10/2009 - Update on eUID Near Match Report for Exceptional Children
Currently LEA/Charter/SOP EC personnel should be working to resolve all EC student record Near Matches in the eUID system. The EC Delivery Team has posted a file containing the number of Near Matches by LEA so that systems will be aware of any corrections that still need to be made. 2/9/2010 - Possible Training site Outages
On Tuesday and Wednesday of this week, the EC Delivery Team will be conducting system performance tests on our internal Quality Assurance environment. There is a slight chance that this could have some effect on the training environment. (The two systems are largely separate, but they do share a database host.) Although previous performance tests on QA have had no effect on the training site, we will monitor this closely. If you experience problems in the training site, please contact CECAS support and we will try to accommodate your needs.
2/8/2010 - Password Reset Instructions
It is that time again and users are reporting problems with resetting their CECAS password. Please make sure you follow all of the directions below when resetting your password to access the CECAS system:
**Always use a password that you have not used in the past**
1- Clear the dots in the red bolded text field Password, enter your own password.
2 -Clear the dots and Re-enter your password in the red bolded Confirm Password field.
3 - Click the Save button.
4 - If you are taken to another screen in CECAS, your password was saved successfully. If you are still on the My Settings screen after you click the save button, scroll to the bottom and read the error message. Correct any errors and save the screen.

Please be advised all CECAS users email addresses have been added to our listserv. This will ensure that all of users are immediately notified of any issues or changes that occur with the CECAS application. This does not replace the news posted on our home page at http://www.nccecas.org/.
2/3/2009 - Training Site PC Process Down after 12:00 p.m. on Friday - Feb. 5, 2010
Beginning at noon and continuing for the remainder of the business day on Friday, February 5th, there will be limited functionality in the CECAS training site, more specifically in the process of conducting a periodic child count. CECAS users will be able to perform normal activities, including documenting data in the data manager, utilizing the electronic EC forms, running reports and conducting a periodic child count. However, users will not be able to generate a status beyond "In Queue" when conducting a periodic child count. The submission will remain in "In Queue" status.

01/28/2010 - Training Site Offline
The EC Delivery Team would like to inform all CECAS users that the CECAS training site will be offline for maintenance and testing on several occasions between February 1 - February 10, 2010 (after 5pm). 01/25/2010 - New Record Closure reason added
We have added "Dropped out" as a new Record Closure reason in the lookup codes for CECAS. This code is to be used only when a student (16 years or older) drops out of school during the 90 days after referral but before the evaluation and placement process can be completed.

11/9/2009 - December 2009 Periodic Child Count Submission Schedule
The December 2009 child count for children with disabilities will be transmitted through CECAS based on the submission dates as listed in the table below.
The Special Education Child Count verification form (for those LEAs whose EC Director does not actually do the CECAS submission) is available in the "Memorandums and Official Communications" of the Downloads Tab on the CECAS Information Site. 10/26/2009 - Release of COSF Module
COSF has been released to the CECAS production and training sites. CECAS daily users should begin to use the electronic COSF to record data for children who entered or completed Preschool Exceptional Children services after July 1, 2009. Users will also need to enter data from pre-existing Entry COSFs for students who will still be receiving services in EC Preschool during the 2009-2010 school year. Do not enter any COSF data for students who completed EC Preschool before July 1, 2009. 10/21/2009 - CECAS Servers Offline Friday October 23, 2009 at 6:00 p.m.
The CECAS servers will be taken offline for the weekend (October 23-25) beginning at 6 p.m. on Friday evening to perform required maintenance. Users will not be able to log in to CECAS while the servers are offline. Additionally, if a user is already logged into the application, data entry will not be saved. 10/16/2009 - Reminder: Register for CECAS Contacts' Workshop 2009
The EC Delivery Team will again host the CECAS Contacts' Workshop during the 59th Conference on EC in Greensboro. The workshop dates are scheduled for November 2nd and 3rd. Online registration for this session is mandatory, and LEAs are encouraged to register their CECAS Contacts via the online registration process at http://www.ncpublicschools.org/ec/conference/. Some LEAs have not registered their CECAS Contacts, and time is running out. The last day to register for the workshop is October 23rd. Remember that space is limited, so LEAs should only register 1 person. Thanks.
10/14/2009 - Reminder - Indicator 11 and 12 Spreadsheets are due on October 15, 2009
All LEAs must submit completed Indicator 11 and 12 Worksheets no later than close of business October 15, 2009. Charter Schools do not have to submit Indicator 12 as it is specifically related to Preschool referrals.

9/25/2009 - End of Year Child Count Submission
The September Exit count is well under way and most LEAs and Charter Schools have completed an initial submission. As a reminder, we are posting some answers to common questions about completing the Exit count. LEAs who have certified the Child Count do not need to complete the steps below.
Tech Manual Data Errors on students under 14 years of age:
Click the "Move to Active, Exited, or Delete Student" link on your "Submission Processing Work Box" screen. Search for and select the exited record.
Select the radio button next to the record name.
Click the Delete button.
Click the YES button in the pop-up window. After all steps are completed, wait for the system to process the records to Validation Completed and then Certify. Do not re-submit.
To Certify the Count:
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period field. Select September 2009 Periodic Child Count. Do not select a file type.
Click Search.
The Certify button will appear next to the Search button.
Click Certify.
Print the next page for your records.

08/31/2009 - September 2009 Exit Count Submission Schedule
The September 2009 child count for children exiting special education will be transmitted through CECAS based on the submission dates as listed in the table below. Please follow the posted schedule for your LEA. 3rd party submissions must submit complete files with all required elements for each record. Incomplete 3rd party files will be deleted.
The EC Delivery Team has created a document for LEAs and Charter schools to assist in verifying count data. EC Directors and Data Managers are encouraged to use this during the child count process. There is one document for the September Exit Count and one document for the Active counts in December and April. We have posted them on the Downloads tab under the Periodic Count section.
The Child Count verification form for LEAs or Charters whose EC Director does not submit the Child Count can also be accessed from the Downloads page of the CECAS Communications web site at www.nccecas.org. 5/6/2009 - DEC/DEC1 Release - May 14, 2009 The new DEC1 (Preschool Referral and School Age Referral) and the DEC (Invitation) forms will be released to the CECAS production and training sites on Thursday, May 14, 2009.
The CECAS production site and the CECAS training site will be down at 5 p.m. on Thursday, May 14, 2009 and we expect the sites to become available with the new DEC and DEC1 forms on Friday, May 15, 2009.
Users should plan ahead for any meeting or training on Friday in case of unexpected delays in bringing the sites back up. All DEC1 (Referral) and DEC (Invitations) forms that are in Draft, Meeting or Paused status at the time of the release will be deleted.
Users might want to print out any Invitations for which a response has not yet been received to be sure they don't lose the documentation. The deletion of the open forms will not affect Closed/Verified forms. 3/19/2009 - Status of CECAS Data Requests
The EC Delivery team will begin work next week (March 23rd - 27th) on existing data requests that affect the April 1 child count. Due to the high number of requests currently in the queue, we ask that users are extremely careful when entering data into CECAS. Please do not resend any request that is already filed as this will delay the process of completing the existing requests.
We will notify users via email when their data requests have been completed. Due to the complexity of the data request correction process, there will only be one support representative availible to take calls during the week of March 23rd - 27th. 3/13/2009 - NCWISE ID in CECAS
NCDPI has produced a match file of CECAS Exceptional Children Data with NCWISE IDs. NCDPI will populate the NCWISE ID in CECAS today 3/13/2009. We sent your Testing Coordinator a file containing non-matched students. EC Directors should contact the LEA Testing Coordinator to retrieve this file.
NCDPI will not populate non-matched records with the NCWISE ID. CECAS personnel must enter the NCWISE ID in CECAS for all non-matched students that are still in the LEA and that have not exited. The list of non-matched students may contain students no longer in the LEA. LEAs are not responsible for correcting non-matched IDs for exited records or students no longer in the LEA. When the NCWISE ID is populated in CECAS, the ID will also be copied into the Local ID field in CECAS. This will allow users to perform searches in CECAS using the NCWISE ID. LEAs are required to continually keep the demographics for each student record in CECAS matching NCWISE.

3/11/2009 - April 2009 Child Count Submission Schedule
The April 2009 child count for children with disabilities will be transmitted through CECAS based on the submission dates as listed in the table below. Please follow the posted schedule for your LEA. 3rd party submissions must submit complete files with all required elements for each record. Incomplete 3rd party files will be deleted.
The EC Delivery Team has created a document for LEAs and Charter schools to assist in verifying count data. EC Directors and Data Managers are encouraged to use this during the child count process. There is one document for the September Exit Count and one document for the Active counts in December and April. We have posted them on the Downloads tab under the Periodic Count section.
The Child Count verification form for LEAs or Charters whose EC Director does not submit the Child Count can also be accessed from the Downloads page of the CECAS Communications web site at www.nccecas.org. 3/10/2009 - Production Data not Showing on Reports
Currently, the CECAS production application is not replicating data entered on the Data Manager screens over to the Reports server resulting in inaccurate reports. Data entered today is not reflected on reports.

01/12/09 - EC Delivery Team Training Staff Updates
The EC Delivery Team would like to congratulate Lisa Miller on the delivery of her new baby, Jonah David Miller. Jonah was born on December 29th at 5:52 pm. He came in at 15.4 inches and weighing 3.3 pounds. Both mother and son are progressing well.
The EC Delivery Team would also like to welcome Jennifer Sims as the new regional trainer for regions 4 and 5. Jennifer comes to the team from Halifax County where she served as the Transition Coordinator and CECAS Contact.
As a result of Lisa's going on maternity leave and Jennifer's orientation status, please recognize the following training assignments:
Ilona Ketting will temporarily serve as the regional trainer for regions 1, 2, 3 and 4.
Dr. Khalilah O'Farrow-Boulware will temporarily serve as the regional trainer for regions 5, 6, 7 and 8.
You will be notified when Lisa is back and Jennifer is ready to take over regions 4 and 5. Thank you for your cooperation on these temporary assignments.
