1/22/2013 - CECAS Production Site is online
The CECAS Production Site returned to service early in the evening of Monday, January 21. The recommended browser is Internet Explorer. We are temporarily experiencing difficulty with Firefox and Chrome browsers, but we are working to resolve the problem and will let you know when you can use these browsers.

01/09/2013 - Retiring Exit Reason
The Exit Reason "CS Comparable Services (Out of State ONLY)" will become inactive on 01/15/2013.
This Exit Reason is no longer needed because of the Out of State Comparable Services enhancements that have been added to the CECAS application. 1/2/2013 - Child Count Change Report
A report showing the student count changes for each LEA from the December 2011 Child Count to the December 2012 Child Count has been posted to the CECAS information site on the documents tab under Periodic Count. (Link) Please look at the report and if your LEA, Charter school or State Operated Program has been highlighted in red or has shown a significant increase or decrease of more than 20%, the EC Director should email an explanation for the change to kelley.steen@dpi.nc.gov. We appreciate your timely response to this request.

12/17/2012 - REMINDER December Child Count Submission
Reminder that the deadline to certify the December 2012 Child Count submission is by close of business on 12/17/2012.
*LEAs who have certified the December Count do not need to complete the steps below.*
To Certify the Count:
Make sure the count status is VALIDATION COMPLETED
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period Type field. Select EC Child Count.
From the count period drop list select December 2012. Select Region and LEA. Do not select a FILE TYPE.
Click Search. The Certify button will appear next to the Search button.
Click Certify.
Print the next page for your records.

1. The monthly meetings will be held via GoToWebinar. You will need to follow a 1-time registration process to attend each of the scheduled meetings. Once you have initially registered at the following link (https://www1.gotomeeting.com/register/112843504) you will receive an email from the GoToWebinar application, providing you with the new link, unique for only you, to join the scheduled meetings.
2. Please ensure to use the link received from the GoToWebinar application to join EACH meeting scheduled throughout the year. Simply click this link a few minutes prior to the webinar's scheduled date and begin time to gain access to the webinar.
3. Make sure to keep the link received. However, if you lose the link, request this via email at Angelia.Herring@dpi.nc.gov.
4. This link is to be used individually and not be shared, as it provides meeting entrance for only one meeting participant.

11/30/2012 - December Test Counts Will Be Deleted in CECAS
All December Test Counts will be deleted after 3:00 pm on Friday, November 30, 2012. LEAs/Charter schools and State Operated Programs may begin submitting the December Periodic Child Count on Monday, December 3, 2012. We will delete the counts in Certified and Validation Complete status first and then all other statuses. This will give LEAs who are still working through errors a chance to print out error reports and clean up any data prior to the counts being deleted.

11/26/2012 - Change to Other Test
The Other Test options in the CECAS DEC4 and Plans will be inactivated as of December 1, 2012. All tests that are part of the state testing program are now listed by name in the dropdown list. There is no longer a need for users to select Other Test.
Please note that the CTE PostAssessments and the NAEP are now included in the list of tests. The Measures of Student Learning/Common Exams are not considered to be part of the state testing program and should be recorded in the district assessment area of the IEP.

11/7/2012 - December 2012 Periodic Child Count Submission Schedule
NCDPI will be submitting the federal child count report using the CEDARS system for December 2012. In order for the submission to be successful all NCWISE IDs in CECAS and coming from reporting users into CECAS must be correct. LEAs, Charters and SOPs will need to work with their NCWISE data managers and EC personnel to resolve near matches and duplicates in the UID system before submitting the December 2012 child count in CECAS.
Please be aware that any student record without a valid NCWISE ID in the December 2012 child count file will be rejected from CEDARS. If the student record is rejected in CEDARS the record will not be counted.
The timeline below is for all LEAs, Charter schools and SOPs for the submission of the December 2012 child count.
- 11/8/2012 - 12/2/2012 - Resolve near matches and duplicates in UID.
- 11/8/2012 - 12/2/2012 - Submit test count in CECAS to prepare records.
- 12/3/2012 - December 2012 Child count opens in CECAS.
- 12/7/2012 - Initial child count submission due in CECAS.
- 12/17/2012 - December 2012 child count must be certified in CECAS.

10/16/2012 - CECAS FAQ - Recent changes to DEC4 and DEC5
Questions about DEC4
1. We had an IEP meeting in June and the completed DEC4 was validated with no errors but left in Meeting status. Now when I try to Close/Verify it, I get this error message: "Placement & Justification Statement: A School or Preschool selection is required for considered educational placements." How can I Close/Verify this DEC4?
The IEP Team is now required to document, by selecting from a new multi-select drop list, all of the Continuum of Alternative Educational Placements that were considered for the student. This change was implemented July 28, 2012 and affected all DEC4s that were not Closed/Verified at that time. In order to Close/Verify a DEC4 that was completed at a meeting before July 28, but left in Meeting status, you should select the setting that was determined as the student's placement by the IEP team. In other words, if the student's placement was determined by the IEP Team to be Resource, the selection of Resource should also be made in the section for all educational placements considered by the IEP Team.
2. A student was recently reevaluated. The IEP Team reviewed the IEP for the 2012-2013 school year and determined no changes were required. When I try to Close/Verify the DEC4 with the Reevaluation section completed, I get this error message: "Placement & Justification Statement: A School or Preschool selection is required for considered educational placements." How can I Close/Verify this DEC4?
The IEP Team is now required to document, by selecting from a new multi-select drop list, all of the Continuum of Alternative Educational Placements that were considered for the student. If the DEC4 you are reviewing was Closed/Verified before July 28, 2012, this question has not been completed and will need to be addressed at Revaluation. In order to Close/Verify this DEC4, you will need to select Reevaluation and Addendum as purposes and complete the new section. Record the names of the persons attending the meeting in the IEP Team amending section.
Question about DEC5
1. At a recent meeting about a student, we did not reject any placement options. On the DEC5 what do I put in this section?
II. The IEP Team or other group of appropriate people also considered the following option(s), and rejected these options because:
On July 28, 2012, the lists for the Continuum of Alternative Educational Placements and the wording, "including the continuum of alternative educational placements if applicable," were added to a section of the DEC5 that was previously required. The question still requires an answer in the textbox, but does not require a selection from the drop list. Do not select one of the radio buttons for the drop lists unless you plan to make a selection from one of the lists. If a selection is made it can be changed but not deleted except by deleting the entire form.

10/3/2012 - Advanced Student Administration Module is Now in Production!
The Advanced Student Administration Module gives users with the role of EC Data Manager access to complete most of their own data corrections. The "Adv Admin" button can be found either on the Recent Child List screen or when a Child Search is conducted. The button is to the right of the "Go To" drop list next to the "New" button. Data requests that were submitted prior to the release will be returned to users with instructions to use the Advanced Administration module. 9/24/2012 - Update on End of Year Data Due
Personnel Report - The federal personnel chart for Table 2 can be accessed at https://ncdpiecd.inquisiteasp.com/cgi-bin/qwebcorporate.dll?idx=VPVQBN. The due date for the federal personnel chart is October 1, 2012.
Exit Count- The End of Year Exit Count for students with disabilities is due to be certified by close of business on Monday, October, 1, 2012. There is a process in this count that is identifying duplicate records in each count. In order for us to complete the duplicate process we must have all initial submissions in CECAS as soon as possible. Please submit an initial submission by end of day today.
To Certify the Count:
Make sure the count status is either NO DATA or VALIDATION COMPLETED
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period Type field. Select EC Child Count. From the count period drop list select September 2012 Exit Count. Select Region and LEA. Do not select a FILE TYPE.
Click Search. The Certify button will appear next to the Search button.
Click Certify. Print the next page for your records.
Indicator 11- Indicator 11 submissions will begin in CECAS on Monday, October 1, 2012. All LEAs, Charter Schools and State Operated Programs must have a certified count in CECAS by close of business October 22, 2012.
Indicator 12 - Indicator 12 spreadsheets are due from all LEAs, Charter Schools and State Operated Programs by close of business on October 15, 2012. The spreadsheet and the memo are posted on http://www.nccecas.org/downloads/downloads.html under the Memorandums section. Spreadsheets must be sent to cecas.incidents@its.nc.gov

9/17/2012 - Exit Count Process Restored and Date Extended
The issue that was causing processing problems in the Exit Count has been corrected. LEAs, Charters and SOPs may resume submitting exit files now. Due to the lost day in count processing, the count will remain open until October 1, 2012. Please make sure an initial submission is in CECAS no later than Friday, September 21, 2012 and all submissions must be certified no later than October 1, 2012. 8/16/2012 - Indicator 7 Submission Extension
Due to several LEAs and Charters with incomplete Indicator 7 submissions, the EC Delivery Team is extending the deadline to close of business Friday, August 17, 2012.
8/14/2011 - REMINDER - Indicator 7 Count Submission
All submissions should be Certified no later than August 15, 2012.
*LEAs who have certified the Indicator 7 do not need to complete the steps below.
Submitting the Count:
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, click New Submission. Fill in the drop lists on the screen using the totals on the Early Childhood Outcomes Report for the Active and Exited students. If the submission is rejected and different numbers are listed in the rejection, the user should resubmit using the Actual student count listed in the rejection notice.
Correcting Technical Manual Data Errors:
When the submission is in Technical Manual Data Errors status, open up the errors and resolve them using one of two ways:
1: If student needs to have COSF data added, move the student back to PK to enter data, and then back to K. Update the record on the Data Manager screens and then re-submit the count.
2: If student did not actually receive EC Pre-K services for 6 months, student should be deleted from count.
To Certify the Count:
Make sure the count status is either NO DATA or VALIDATION COMPLETED

7/26/2012 - Password Reset Issues
LEAs/Charters and SOPs will notice that passwords have expired for many users. This is due to the password expiration being reset to 90 days yesterday around noon. LEA data manager may contact CECAS Support for password resets. All other users should contact their LEA EC Data Manager to have their password reset. We apologize for any inconvenience this may cause however it is important that passwords be renewed after no more than 90 days to protect the integrity of the data in CECAS. 7/24/2012 - Indicator 7, 11 and 12
The Indicator 7, 11 and 12 memo and the Indicator 12 spreadsheet, sent from the Exceptional Children Division on June 11, 2012, has been posted to the Documents tab of www.nccecas.org.
Indicator 7 count will open in CECAS on August 1, 2012. LEAs must have their submissions completed and reporting users must have their spreadsheets sent to CECAS support no later than August 15, 2012.
Indicator 11 count will open in CECAS on October 1, 2012 and submissions must be completed no later than October 22, 2012.
All LEAs must submit their Indicator 12 spreadsheet to cecas.incidents@its.nc.gov no later than October 15, 2012.

7/19/2012 - Upcoming CECAS Enhancements!!!
Out of State Placement
CECAS will implement a new module which will allow users to enter students that transfer into an LEA from out of state with a comparable services plan. This module will be accessed when a user checks the new Out of State Comparable Services Plan checkbox on the Special Ed screen in CECAS. The comparable services plan will allow users to include students on child count while in the process of referral and evaluation. LEAs and Charters will need to attend training to understand the new process for out of state placement. Training is scheduled for August 23 and August 30, 2012. Pre-K Levels
Users will notice a new droplist next to the grade field on the Special Ed screen in CECAS called PK Level. This field will be activated when a user selects the grade of pre-kindergarten (pre-k) in the student record. Once selected, the PK Level will distinguish pre-k students by their age. For example, if an LEA has a pre-k student who is 3 years old, they should choose the PK Level code - PK3: Pre-Kindergarten 3 year old. If a student is 4 years old or older users should select the PK Level code - PK: Pre-Kindergarten. There will also be inactive codes in the system for ages 0, 1 and 2. These will only be used when a record comes from NCWISE with one of these levels selected. Users should select one of the active codes on the Special Ed screen and make sure the appropriate PK Level is selected in NCWISE as well.
Updates to IEP ( DEC4) and Prior Notice (DEC5) forms
A new item has been added to the IEP (DEC4) in CECAS. The IEP Team is now required to document, by selecting from a new multi-select droplist, all of the Continuum of Alternative Educational Placements that were considered for the student.
The documentation of the one placement that was determined to be appropriate for the student has not changed.
The Prior Notice (DEC5) has been updated with a change to Question II on the Explanation of Action screen. The new text is: The IEP Team or other group of appropriate people also considered the following option(s), including the continuum of alternative educational placements if applicable, and rejected these options because:
A multi-select drop list has been inserted for documenting any placements that were rejected by the IEP Team.
Release Information
The EC Delivery team plans to release these enhancements to CECAS production on Saturday, July 28. More information regarding the release and CECAS availability during the release will be sent out prior to the release date. 6/12/2012 - Forms accept special symbols
CECAS has recently been enhanced to allow users the ability to enter +, > and < symbols in all text boxes and text areas on the DEC1, DEC3 and DEC4 screens. We are pleased to be able to provide this improvement, which was requested by users.

5/10/2012 - Guidelines for Having NCWISE IDs Corrected in CECAS
The NCWISE ID is now a locked field in CECAS. Users are no longer allowed to enter, update, or remove the NCWISE ID. If you find that the NCWISE ID is not correct in CECAS, follow the instructions below:
1. Make sure all near matches have been resolved in the UID system.
2. Contact your NCWISE Data Manager to locate the student in NCWISE. Determine and report the cause of the incorrect NCWISE ID:
- Does the student have a duplicate student record in NCWISE? This occurs when a
student has more than one record in NCWISE and each record has a different NCWISE ID#.
If the student record is duplicated in NCWISE, document the duplicated records' NCWISE IDs and contact the NCWISE helpdesk via email dpi.incidents@its.nc.gov or call (919) 807-4357, press 1. If logging a ticket, please note the ticket as 'Duplicate Student'. - Does the student have only one record in NCWISE but the NCWISE ID is not the same as
the NCWISE ID in CECAS?
If so, document the record's correct NC WISE ID and the incorrect NCWISE ID. Then contact the NCWISE helpdesk via email dpi.incidents@its.nc.gov or call (919) 807-4357, press 1. If logging a ticket, please note the ticket as 'UID Student Issue'. - Can the student be located in NCWISE?
If you can not locate a record for the student in NCWISE, document the student's NCWISE ID as it is in CECAS. Then contact the NCWISE helpdesk via email dpi.incidents@its.nc.gov or call (919) 807-4357, press 1. If logging a ticket, please note the ticket as 'UID Student Issue'. - Does the same NCWISE ID appear for two or more different students? This occurs when
more than one student has the same NC WISE ID in NCWISE.
If the NCWISE ID is assigned to more than one student in NCWISE, document the student records' NCWISE ID and contact the NCWISE helpdesk via email dpi.incidents@its.nc.gov or call (919) 807-4357, press 1. If logging a ticket, please note the ticket as 'Duplicate NCWISE ID'.

Users should begin using the new tests for IEPs in effect for the 2012-2013 school year. It is not necessary to amend existing IEPS to change the test name when there is an equivalent test for the 2011-2012 school year (for example, EOG-Reading does not need to be changed to EOG - English Language Arts).
If a student needs to take one of the tests that does not have a 2011-2012 equivalent (for example, NCEXTEND1 - Grade 11), the IEP will need to be amended.

The EC Delivery Team has posted revised instructions for pulling the Medicaid Audit Report on the CECAS Communications Site on the Documents tab under the Reference Section. Please click Here. The April 2012 child count for children with disabilities will be transmitted through CECAS based on the submission dates as listed in the table below.
The Special Education Child Count Verification form (for those LEAs whose EC Director does not actually do the CECAS submission) is available in the "Memorandums and Official Communications" of the Downloads Tab on the CECAS Information Site. 3/13/2012 - New CECAS Production Site is Available
The new CECAS production site is now available. Please note the new URL to reach the site is https://prod.nccecas.org/cecas/. Before accessing the new site, please review the following tips.
Tips:
1. Prior to logging into the updated CECAS site for the first time, we recommend clearing your browser cache. Instructions for this procedure are located at http://www.nccecas.org/training/training-downloads.html as handout R1 - Clearing the Cache Files. If you do not clear your browser cache, you may experience unexpected errors.
2. Please review document D2 - CECAS Enhancement Getting Started Guide to get acquainted with some of the changes to the application also located at http://www.nccecas.org/training/training-downloads.html.
3. Users may be prompted to load MS Silverlight while using CECAS. Please follow the messages you receive to load this software.
4. Please verify that pop-up blockers are always turned off when accessing CECAS. (Always allow pop-ups)
5. EC Directors and CECAS Data Managers have been given access to the Analytics tool. If you need access please contact your CECAS Data Manager. NCDPI cannot grant access to school level users.
6. Due to the vast amount of data in CECAS, the Analytics Tool is still being loaded. You may encounter inconsistent data in the tool until this process is complete. Another communication will be sent out once the data load is finished.

New Information - Please read all the way through
The CECAS Production site will become unavailable to users at 7:00 PM on Thursday, March 8. Users will be able to access the updated site at 7:00 AM on Tuesday, March 13. Prior to logging in to the updated CECAS site for the first time, we recommend clearing your browser cache. 2/21/2012 - CECAS Unavailability Dates
CECAS will be moving to new hardware beginning March 8, 2012 at 7:00pm. In order to implement this change, CECAS will be unavailable from March 8, 2012 at 7:00 pm to March 13, 2012 at 7:00 am. CECAS will be available after 7:00 am on March 13, 2012. We regret the inconvenience this will cause, but the new hardware is essential to the continued operation of CECAS by a growing number of users.
CECAS Daily Users
Please take note of the dates CECAS will be unavailable and plan in advance for an alternate form of documentation of IEP team meetings during this period. Once CECAS is restarted, enter plans and/or forms and document any referrals, evaluations, or placements that were updated during the few days when CECAS was unavailable. Please do not cancel or reschedule meetings that are required to keep your records in compliance.
Please note that ALL CECAS sites will be offline, including Training and the CECAS Information sites. The CECAS listserv will continue to operate during this time. Please watch for listserv emails containing more information as we move closer to the implementation date.

2/6/2012 - CECAS DEC 4 Re-Open Button IS Now Activated
The re-open button will only be available for users with the role of EC Data Manager. Once the user clicks the re-open button a warning will appear explaining that once the form is opened, the plan is deleted and this cannot be retrieved. After changes are made to the meeting status DEC 4 and the form is closed/verified again, a new plan will be automatically created. Users who wish to delete a DEC 4 may also use this button to first open the form and then a Delete button will appear on the EC Form detail screen if the DEC 4 is not a parent form to other closed/verified forms.
Users will no longer need to send data requests to CECAS Support to reopen or delete a DEC 4 form. Only send a data request to delete a DEC 4 if the DEC 4 is a parent to another closed/verified form.
Please be aware that if the DEC 4 form is the only current plan for the student record, opening the form will remove the student from any Active reports and possibly place the student on the Closed Services list until the form is closed/verified again.

1/31/2011 - Additional Competency Goals in DEC4
The CECAS team is continuing to update the Competency Goals that are available for selection in the DEC4 for students who are tested using NCEXTEND2. New standards for High School English/Language Arts (9-10 ELA and 11-12 ELA) and High School Math will begin to appear in the dropdown list. The process will take some time to complete. The older standards will remain active in CECAS until June 30, 2012.

1/26/2012 - DEC4 Re-Open Button in CECAS
Users will notice a new button in CECAS on the EC Forms list screen. Next to the DEC4 link there is a button to re-open the DEC4. Currently this button is disabled. In the near future this will be an administrative feature and will only be available to data managers. This new enhancement will remove the need for data managers to send data requests to reopen the DEC4 form. Users should be aware that once a form is re-opened, the original plan will be deleted and cannot be recovered. Only by re-closing the DEC4 form will a new plan be created.
