11/14/2016 - December 2016 Periodic Child Count Submission Schedule

The December 2016 child count for children with disabilities will be transmitted through CECAS based on the submission dates as listed in the table below.

The submission schedule is as follows:

EC Directors must review the child count, prior to submission, for errors such as duplicate records, incorrect age, grade, setting and disability. All of this information is available to daily users on the Periodic Count Export Student List in CECAS. Please remember that when certifying the Child Count, the EC Director is assuring that all data submitted is accurate.

LEAs submitting the child count to CECAS as reporting users need to ensure their .xml file contains all required items. Incomplete .xml files will be deleted. For assistance with building an accurate complete .xml file, review the Third-Party Integration Supplement v1.6. This document is located on the Reporting User Info tab of the CECAS Communications website. The URL is http://www.nccecas.org/reportinguser/reportinguser.html.

9/28/2016 - September 2016 Exit Count Reminder

The 2015-16 Exit Count is well underway. Thank you to all the LEA's/Charters that have already submitted and certified. *New Charter schools that began in the 2016-17 school year do not need to complete the Exit count.

To Certify the Count:
Make sure the count status is VALIDATION COMPLETED
The EC Director must sign into CECAS.
Open the Data Exchange folder.
Open the Periodic Count folder.
Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period Type field. Select EC Child Count.
From the count period drop list select September Exit 2016 Child Count.
Select your Region and LEA.
Do not select a FILE TYPE.
Click Search. The Certify button will appear next to the Search button.
Click Certify.

Print the next page for your records.

All errors must be corrected and all LEAs, Charters and State Operated Programs must certify their submissions no later than September 30, 2016. 9/15/2016 - ATTN: CECAS EC DIRECTOR/DATA MANAGERS - September 2016 Exit Count

The September 2016 Periodic Count to capture End-of-Year Reporting data on students Exiting special education will be collected from the Comprehensive Exceptional Children Accountability System (CECAS). The Exiting data are based on the July 1, 2015 through June 30, 2016 fiscal year.

The 2015-16 Exit Count is now open. An initial submission from all LEAs, Charters and State Operated Programs is required by September 23, 2016. *New Charter schools that began in the 2016-17 school year do not need to complete the Exit count.

All errors must be corrected and all LEAs, Charters and State Operated Programs must certify their submissions no later than September 30, 2016. 8/11/2016 - September 2016 Periodic Count - End-of-Year Reporting: Exiting Data

The September 2016 Periodic Count to capture End-of-Year Reporting data on students Exiting special education will be collected from the Comprehensive Exceptional Children Accountability System (CECAS). 7/20/2016 - PowerSchool and CECAS Data Sync After EOY

We are beginning the sync of data between PowerSchool and CECAS. The Sync Status document has been updated on the CECAS Communication site at http://www.nccecas.org/downloads/downloads.html. The Sync Status document is sorted by LEA name so that LEAs may easily locate their status. The Sync Status document will be updated periodically as we move through the sync process. Some users may experience slowness in CECAS, while the sync is in process.

04/04/2016 - April Child Count Submission

April Child Count is now open for submissions. All test counts have been deleted. Initial submissions are due by April 15th. Please make sure to certify your count, by close of business on April 22, 2016.

Submitting the Count:
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, click New Submissionclick and fill in the drop list.

02/25/2016 - PowerSchool upgrade to 9.2 and migration to Rackspace

Most of you are probably already aware that PowerSchool is upgrading to version 9.2 and concurrently migrating to Rackspace scheduled for March 11-13. It is always best practice to have all data up to date before an upgrade and especially before a data migration. In preparation for the upcoming April headcount, NCDPI recommends that you have all of your PowerSchool data up to date prior to the PowerSchool upgrade/migration by ensuring all students are entered and the EC Data screen 'Yes' flag is checked, as appropriate.

2/25/2016 - April 2016 Periodic Child Count Submission Schedule

The April 2016 child count for children with disabilities will be transmitted through CECAS based on the submission dates as listed in the table below. Please note the extension provided to accommodate spring break across the state has remained for the 2016 submission.

The Special Education Child Count Verification form (for those LEAs whose EC Director does not actually do the CECAS submission) is available in the "Memorandums and Official Communications" of the Downloads Tab on the CECAS Information Site. Please note that EC Directors will now be mailing this form to the Special Programs and Data Team.

01/8/2016 - CECAS Production Outage Sunday Morning

On Sunday, Jan. 10, between 12am (Saturday midnight) and 12pm (Sunday noon) CECAS servers may be out of service at times due to ITS security patches on Windows OS servers. Thank you for your patience during this interruption. CECAS should be fully back in service by noon Sunday.

1/5/2016 - 1st Quarter 2016 Training Schedule Posted

The EC Delivery Team has established the 1st Quarter 2016 training schedule which allows Traditional LEAs, Charter Schools and State Operated Programs to take advantage of various training opportunities to keep CECAS skills up to date.

We also have included training on the certain EC Forms, Documenting PRC29 Midyear SIF Data, Preparing for the April Child Count, as well as additional topics.

01/04/2016 - December 2015 Child Count Change Report

A report showing the student count changes for each LEA from the December 2014 Child Count to the December 2015 Child Count has been posted to the CECAS information site on the documents tab under the Periodic Count section. (http://www.nccecas.org/downloads/downloads.html) Please look at the report and if your LEA, Charter school or State Operated Program has been highlighted in red or has shown a significant increase or decrease of more than 10%, the EC Director should email an explanation for the change to kelley.blas@dpi.nc.gov by 2/1/2016 . We appreciate your timely response to this request.

11/3/2015: Changes to Tests in CECAS

Accountability has requested that the following changes be made to certain tests in CECAS. The changes are as follows:

1. NCFE Civics and Economics will now be NCFE American Hist: Founding Principles, Civics, and Econ.

2. Removal of NCFE US History, NCFE Algebra II, and NCFE Geometry.

These changes will be made on 11/9/2015. IEPs do not need to be updated to include these changes. They may be incorporated into an IEP when it is time for the IEP to be reviewed.

At this time, no change will be made to ACT Explore. If this test is changed, you will receive notification of the change prior to the update in CECAS.

10/14/2015 - Indicator 11 Count is Due on 10/22/2015

Indicator 11 is now open for submissions. All test counts have been deleted. All LEAs, Charter schools, and State Operated Programs that completed a December 2014 child count must submit and certify Indicator 11 no later than October 22, 2015.

Submitting the Count:
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, click New Submission. Fill in the drop lists on the screen.
Click Next.

To Certify the Count:
Make sure the count status is either NO DATA or VALIDATION COMPLETED
The EC Director must sign into CECAS. Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period Type field. Select Indicator 11. From the count period drop list select SY 2014-15 Ind 11.
Select Region and LEA. Do not select a FILE TYPE.
Click Search. The Certify button will appear next to the Search button.
Click Certify.

10/6/2015 - CECAS Production Site Maintenance on 10/6/2015

CECAS Production will be down for system maintenance on Tuesday, 10/6/2015, from 7:00pm to 7:30pm. Thank you for your patience during this interruption.

9/22/2015 - PowerSchool to CECAS Transfer of Records Issue: Resolution - Updated with Date Correction

We have confirmation from Pearson that as of Friday September 18, 2015 4 pm EST, the PowerSchool to CECAS Transfer of Records Issue reported by some LEAs/charters has been resolved. Data from records entered or updated in PowerSchool after Friday September 18, 2015 4 pm EST should now be transferring/transferred from PowerSchool to CECAS.

Since data flow was interrupted during/after the initial sync, we will begin the process to resync all Daily User LEAs/Charters. As in the previous sync, we will post a Sync Status document to keep you updated on the process of the resync. The Sync Status document will be posted on the CECAS Communication site at http://www.nccecas.org/downloads/downloads.html. The Sync Status document will be sorted by LEA name so that LEAs may easily locate their status. The Sync Status document will be updated periodically as we move through the resync process.
In an effort to bring more immediate resolution prior to your LEA being resynced, we are working as quickly as possible to transfer all records reported in the Remedy tickets. All previous Remedy tickets submitted for records not transferring from PowerSchool to CECAS are either resolved and closed, in the process of being resolved, or in the queue to be resolved. We appreciate your patience as we work through these tickets. Please do not resubmit a ticket for the same issue as this will slow down the ticket resolution process.

09/15/2015 - September Exit Count

The 2014-15 Exit Count opened this morning. An initial submission is from all LEAs, Charters and State Operated Programs by 9/22/2015. Each count must be completed and certified by close of business on Wednesday 9/30/2015. *New Charter schools that began in the 2015-16 school year do not need to complete the count.

SEPTEMBER 2015 EXIT COUNT SUBMISSION - Steps to initiate the submission:

  • The EC Director must log into CECAS to complete the submission.
  • From the left navigation menu, click Data Exchange to expand.
  • Click the arrow in front of Periodic Count to expand.
  • Click the Periodic Count Submissions link.
  • From the Periodic Count Submissions screen, click the New Submission button.
  • From the New Periodic Count Submission Step #1 screen, select the following:

      1. Select Count Period Type - EC Child Count.
      2. Select your Region.
      3. Select your LEA/Charter School.
      4. Select Count Period - September 2015 Exit Count.
      5. Select Code Set Type - CECAS. (CECAS refers to daily users; Non-CECAS refers to Reporting LEAs).
      6. Select File Type - Student.
      7. Verify the correct email address.
      8. Enter number of Exited Students (Refer to Periodic Count Export Student List Report).
      9. Click Next button to display the Periodic Request screen.

  • Click Close button to display the Periodic Count Submissions screen.

Steps to certify submission:

  • Once your submission has the status, Validation Completed or No Data, you may now certify the Periodic Count Submission.
  • From the Periodic Count Submission screen, select the following:

      1. Select Count Period Type - EC Child Count.
      2. Select Count Period - September 2015 Exit Count.
      3. Select your Region.
      4. Select your LEA
      5. DO NOT select File type.
      6. Click the Search button.

  • The Periodic Count Submission for the matching LEA/Charter School will display in the results list. You will then see the Certify button at the top right corner of the screen.
  • Click the Certify button to display the Certification Confirmation Page. PRINT A COPY OF THE CERTIFICATION CONFIRMATION PAGE TO KEEP FOR RECORDS.

9/8/2015 - PowerSchool to CECAS Transfer of Records Issue

NCDPI is aware of the issue of some records not transferring from PowerSchool to CECAS. Some LEAs/charters have reported that some of their records are not transferring from PowerSchool to CECAS after the sync. NCDPI is working diligently with Pearson to resolve this issue as quickly as possible.

If you are experiencing issues with records not transferring from PowerSchool to CECAS and you have not previously submitted a ticket, and you have waited a reasonable amount of time for the record to transfer from PowerSchool to CECAS, please report the issue by contacting the Help Desk. Please note that the call volume is at times higher than normal and wait times may be longer than normal. You may submit a ticket via cecas.incidents@its.nc.gov to avoid waiting in the queue. The normal waiting time of 24 hours before submitting a ticket is being waived for this week only to assist in troubleshooting this issue. Please double check for the record in CECAS before submitting tickets as sifting through tickets for which records have transferred will slow down the troubleshooting process. A reasonable wait time will be subjective based upon prior experience for your LEA/charter.

8/11/2015 - Indicator 7 Count is Now Open for Submissions

Indicator 7 is now open for submissions. All submissions should be submitted and Certified no later than August 14, 2015. Reporting user LEAs will submit the Indicator 7 spreadsheet located on the Reporting Users tab at http://www.nccecas.org/reportinguser/reportinguser.html

Submitting the Count:

The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, click New Submission. Fill in the drop lists on the screen using the totals on the Early Childhood Outcomes Report for the Active and Exited students. If the submission is rejected and different numbers are listed in the rejection, the user should resubmit using the Actual student count listed in the rejection notice.

Correcting Technical Manual Data Errors:

When the submission is in Technical Manual Data Errors status, open up the errors and resolve them using one of two ways:
1: If student needs to have COSF data added, update the record on the Data Manager screens and then re-submit the count.
2: If student did not actually receive EC Pre-K services for 6 months, student should be deleted from count.

To Certify the Count:

Make sure the count status is either NO DATA or VALIDATION COMPLETED
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period Type field. Select Indicator 7. From the count period drop list select SY 2014-15 Ind 7. Select Region and LEA. Do not select a FILE TYPE.
Click Search. The Certify button will appear next to the Search button.
Click Certify.

Print the next page for your records.

8/10/2015 - PowerSchool and CECAS Data Sync After EOY

In an effort to most effectively communicate the status of the sync of data between PowerSchool and CECAS after EOY, an updated 'Sync Status' document is periodically posted to the CECAS Communication site at http://www.nccecas.org/downloads/downloads.html. The Sync Status document is sorted by LEA name so that LEAs may easily locate their status. The 'Sync Status' document has been updated every few days as we have been moving through the sync process.

It has been brought to our attention that some LEAs/charters will need to be resynched to update some information. Another status called 'Resync required' has been added to the 'Sync Status' document and has been posted to the CECAS Communication site. We apologize for any confusion or inconvenience that this may have caused and are working diligently to complete the sync of data between PowerSchool and CECAS. After the sync of data between PowerSchool and CECAS is complete, we will begin the process of syncing data from CECAS to PowerSchool.

6/2/2015 - 2015 Data Submission for Indicators 7, 11 and 12

Indicators 7 and 11 will be submitted using the CECAS system this year. No changes have been made to this process for the 2014-15 school year. Please run your LEA's Indicator 11 Periodic Count Preview report in CECAS to review the data for this submission. Test counts for Indicator 7 and 11 are also available in CECAS for LEAs to practice the submissions and verify data.

Reporting users that used the XML upload in CECAS for the December 2014 child count will be required to submit an XML file for Indicator 11 and a spreadsheet for Indicator 7. The Indicator 7 spreadsheet for reporting users will be posted to the CECAS communication site on the Reporting Users tab (http://www.nccecas.org/reportinguser/reportinguser.html).

Indicator 12 will be submitted on spreadsheets by all LEAs. Charter Schools do not need to submit an Indicator 12 spreadsheet this year. The Indicator 12 spreadsheet has a tab with helpful clarifications to assist LEAs in entering their data. The spreadsheet will be posted on the CECAS communication site on the Documents tab under Memorandums (http://www.nccecas.org/downloads/downloads.html).

04/30/2015 - Effective May 8, 2015, some of the Behavioral Services/Interventions available for selection within the PRC 29 Student Information Form will be modified.These changes apply ONLY to the PRC Student Information Form. The services in the IEP form are unchanged.

The following items will be inactivated and no longer available to add to the Student Information Form:

Crisis Team, Day Treatment, Mentor, One on One Teaching Assistant, Specific Subject Area Teacher, Adult Mentorship, Art Therapy, Conflict Resolution Drama, Drama Therapy, Group Recreation, Interagency Meeting, Peer Mentorship, Physical Activity, Physical Therapy, Positive Behavior Intervention Plan, Safety Plan, Self Monitoring, Walk and Talk, Field Trips, Focused Reading Instruction, Speech Therapy, Vocational Training, Calls to Parents, Consistent Parent Contact, Teacher/Parent Meeting, Time Out Inside Classroom, Time Out Outside Classroom, Time Out Room, Greeting Rituals, Transition Rituals.

The following items will be added:

Planned Time Out Inside Classroom, Planned Time Out Outside Classroom, Planned Time Out Room, Transition Strategies.

These changes are being made in consultation with the Exceptional Children Division Behavior Support Section. 4/20/2015 - April Child Count Submission

**Thank you to all of the LEAs who have completed and Certified the child count. Please disregard the following message.**

The April count is well under way and most LEAs and Charter Schools have completed an initial submission. Please make sure to submit and certify your count, by close of business on April 22, 2015.

Submitting the Count:
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, click New Submission and fill in the drop list.

We have several LEAS in Validation complete; please see the steps below to certify your count.

04/01/2015 - CECAS Release Notes - Production Environment

V3.7.23.0 (31st March, 2015)

Background information: The purpose of this release was to provide minor bug fixes and enhancements.

Miscellaneous Bug Fixes & Enhancements
1. Delete the students from the system whose status is "Migrated". This data has been imported into CECAS in the initial year of implementation.
2. CECAS student search

  • Local ID Search: When a user enters a local ID with blank spaces, the system will ignore the blank space and searches for the respective students without blank space.
  • NC Student ID Search: When a user enters an NC Student ID with blank spaces, the system will ignore the blank space and searches for the respective students without blank space.

3. Periodic Count

  • When student ID type is NCWISE and user submits alpha numeric values to NCWISE ID, the system will catch it as an error and the user has to correct this ID as a numeric value
  • Race values "M" and "H" must be available in the Race Look Up table in order to catch Multiple races and Hispanic values for the students
  • Updated Races "11111" and "00000" for "M" and "H" values for the Federal reporting purposes.

4. Analytics

  • Hiding HasIEP and WasConsiderEligible fields in SpecED cube drill down results
  • Added Provider Name in the drill down results in Program Services Cube
  • Added Disability dimension in Indicator-7 Certified cube. Users can filter the data based on the Disability Code and Disability Description
  • Corrected the Re-evaluation dates logic based on the Child Special Education data from tblChildSpecEdEvaluation table in SpecED cube
  • Column heading changed to "NC Student ID" from NCWISE ID
  • Added new column "Plan Purpose" in the drill down results for Program/Service cube

The April 2015 child count for children with disabilities will be transmitted through CECAS based on the submission dates as listed in the table below.

The Special Education Child Count Verification form (for those LEAs whose EC Director does not actually do the CECAS submission) is available in the "Memorandums and Official Communications" of the Downloads Tab on the CECAS Information Site. Please note that EC Directors will now be mailing this form to the EC Delivery Team.

1/22/2015 - Data Flow Issues Between PowerSchool and CECAS

Currently, CECAS and PowerSchool are experiencing issues with data flow between the two systems. Records may not appear in either system in a timely manner. Vendors for both systems are currently working on the problem.

LEAs should not delay any meetings required to fulfill the EC process while this issue is being resolved. Please use paper forms if needed until the student record is added in CECAS.

01/20/2015 - Transition to new Communication Plan

The Communication Plan Worksheet for a Student Who Is Deaf or Hard of Hearing (CPW) has been revised by the Exceptional Children Division. The transition to the new form will follow these steps:

  • Users must Close/Verify all existing CPWs by January 30;
  • All CPWs that are in any status except Close/Verified will be deleted;
  • Users will be unable to create a CPW in CECAS beginning January 31;
  • New CPW will be in CECAS at a future date.

Please use the paper form from the EC Division website until the new CPW is available in CECAS.
