Users will find new Competency Goals available for selection on the Present Level of Performance (Annual Goal) screen of the DEC4. The Competency Goals that have been added are:

11/30/2011 - CECAS December Updates

December Child Count
The December child count submission in CECAS will open December 1, 2011 and will close December 16, 2011. In preparation for this count all test counts, that were previously submitted will be deleted. Please make sure you have submitted an initial submission by December 5, 2011.

Data Request Changes -
NCDPI will no longer use the CECAS Data Request form. Please follow the new process below for submitting a data change to CECAS Support.

Send Email to cecas.incidents@its.nc.gov
Include a brief description of the issue in the Subject line. (ex. Delete Form)
Make sure to COPY AND PASTE the CECAS UID into the body of the email. (no names or NCWISE IDs please)
Include more details in the body of the email as needed, including any dates to be changed.
If requesting to have a form deleted, please include the Created On Date from the EC Forms List screen in CECAS.
More than one request may be submitted per incident but please do not exceed 10 per incident.

11/29/2011 - December 2011 Periodic Count - ID Cleanup Required

Per the memo from Mary Watson on November 9, 2011, NC WISE IDs for all active students have been submitted from CECAS to the UID system. CECAS daily users must resolve near matches for these records in the UID system by 5pm on November 30, 2011. Any near matches that are not resolved by 5pm on November 30, 2011, will be duplicated during the next UID submission the night of November 30th. This will require users to resolve the same record more than once in the UID system.

11/15/2011 - December 2011 Periodic Child Count Submission Schedule

The December 2011 child count for children with disabilities will be transmitted through CECAS based on the submission dates as listed below. Please refer to the December 2011 Periodic Count - ID Cleanup Required memo sent by the EC Division on 11/9/2011 for more information regarding the ID cleanup and the count process.

The Special Education Child Count Verification form (for those LEAs whose EC Director does not actually do the CECAS submission) is available in the "Memorandums and Official Communications" section of the Downloads Tab on the CECAS Information Site. Please note that EC Directors will now be mailing this form to the EC Delivery Team.

The submission schedule is as follows:

November 22: NCDPI will submit all active status records from CECAS to UID.
November 23: CECAS will lock the NCWISE ID for all records.
November 23 - 30: CECAS users will resolve near matches in UID.
December 1-16: All LEAs, Charters, SOPs submit and certify child count in CECAS.
December 17-31: NCDPI analysis and verification of child count data.
January 3: DPI submits reporting user child count data to the UID system.
January 4-5: Reporting users will resolve near matches in UID system.

11/14/2011 - Updated Competency Goals in DEC4

The CECAS team is beginning to update the Competency Goals that are available for selection in the DEC4 for students who are tested using NCEXTEND2. Each new state standard for English/Language Arts, Math, and Science will be added individually and will appear in the dropdown list as soon as it is added. The process will take some time to complete. The target for completion is January 8, 2012. The older standards will remain active in CECAS until June 15, 2012.

10/4/2011 - Indicator 11 Periodic Count Certified Report

LEAs and Charter Schools should be processing their Indicator 11 Count submissions in CECAS. Please remember to run the Indicator 11 Periodic Count Certified Report under Data Exchange/Periodic Count/Reports/Indicators as soon as your 2010-11 submission is in Certified Status. Specifically review the report by Late Placement and make sure that the information is correct. If your information is not correct, please Uncertify, research and correct the data, if you are able, then Re-submit and Certify again. If you cannot correct the data in the record, please submit a Data Request.

9/30/2011 - Preparing for the Indicator 11 Count

The count submission in CECAS will open October 3, 2011 and will close October 24, 2011.

Timely Placement Progress Report
Run this report to find out which referrals have not been completed through the placement process. It is normal to have some records in this report. Review the records in the report to see if any of them need to be updated with current data. You may discover that some referrals from past school years still display in this report. Only records with a Referral Received by School Date that falls between 7/1/2010 and 6/30/2011 will be included in this year's Indicator 11 count.

Indicator 11 Periodic Count Preview Report
This report displays the referrals that will be pulled into the Indicator 11 Periodic Count. It also displays the categories in which the records will be counted and the compliance percentage. Review the report to identify any discrepancies in your data. Pay special attention to students whose Reported Race displays as "Unknown." Correct the race/ethnicity data in the CECAS record before submitting your count. Also, work with your NC WISE contact to be sure the data is correct in NC WISE.
Please note that the category titled Errors only identifies records which could not be categorized into one of the categories of Exclusion, Subtraction, Eligible, Not Eligible, or Late Placement. This category will not identify students with data errors that may be caught in the Technical Manual Data Error validation that is part of the actual submission process, such as an invalid Race code or an Initial Placement date that is earlier than an Initial Eligibility date.

The Indicator 12 spreadsheet was sent out in a memo from the EC Division to EC directors on 9/30/2011. Please send all Indicator 12 spreadsheets to cecas.incidents@its.nc.gov.

9/21/2011 - CECAS User Status by LEA

Please click this link to see list of North Carolina LEAs and Charter Schools. The purpose of this list is to inform LEAs and Charter schools of the LEAs that are in transition from CECAS to another data entry system as well as list the LEAs that are Reporting Users. Please note that LEAs who are listed as in transition have student records in CECAS however these records possibly do not have the most current IEP information. Most of the LEAs in transition stopped entering new data into CECAS on 7/1/2011. Additional follow up to the previous school is encouraged when transferring records from LEA to LEA to ensure that current EC data is exchanged.

8/19/2011 - PRC 29 End of Year SIF Due Date Change

Please be aware that the due date for the PRC 29 End of Year SIF in the CECAS application has been changed from August 15th to September 1st of each year. This change has occurred due to a CECAS enhancement that aligns with the requirements of PRC 29 validations.

Typically, school year IEPs begin after August 15th, prohibiting End of Year SIF data to be entered in CECAS (no SIF button available) by August 15th. With this new due date, LEAs, Charter Schools and State Operated Programs will be able to enter the End of Year SIF data on or before September 1st.

This change is effective as of September 1, 2011. Please contact Joe Simmons at 919-807-3298 with any questions that you may have. Thank you.

8/5/2011 - REMINDER - Indicator 7 Count Submission

The Indicator 7 count is well under way and LEAs and Charter Schools should complete an initial submission by Friday August 5, 2011. All submissions should be Certified no later than August 15, 2011.

*LEAs who have certified the Indicator 7 do not need to complete the steps below.

Submitting the Count:
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, click New Submission. Fill in the drop lists on the screen using the totals on the Early Childhood Outcomes Report for the Active and Exited students. If the submission is rejected and different numbers are listed in the rejection, the user should resubmit using the Actual student count listed in the rejection notice.

Correcting Technical Manual Data Errors:
When the submission is in Technical Manual Data Errors status, open up the errors and resolve them using one of two ways:
1: If student needs to have COSF data added, move the student back to PK to enter data, and then back to K. Update the record on the Data Manager screens and then re-submit the count.
2: If student did not actually receive EC Pre-K services for 6 months, student should be deleted from count.

To Certify the Count:
Make sure the count status is either NO DATA or VALIDATION COMPLETED
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period Type field. Select Indicator 7. From the count period drop list select SY 2010-11 Ind 7. Select Region and LEA. Do not select a FILE TYPE.
Click Search.
The Certify button will appear next to the Search button.
Click Certify.
Print the next page for your records.

7/27/2011 - Indicator 7 CECAS Submission

The Indicator 7 Child Outcomes Summary Form (COSF) count for children who completed EC Preschool programs between July 1, 2010 and June 30, 2011 will be transmitted through CECAS based on the submission dates of August 1-15, 2011. **Charter schools must submit an Indicator 7 count regardless of whether or not they serve pre-school students. This is to ensure that any child who moved from an LEA to a Charter is counted.

An initial submission from all LEAs and all Charter Schools should be completed no later than Friday, August 5, 2011. The Indicator 7 count must be certified on or before Monday, August 15, 2011. Third party CECAS users are required to send in the Indicator 7 (COSF) spreadsheet that was sent from the Exceptional Children Division no later than August 15, 2011.

6/6/2011 - 3rd Quarter 2011 training schedule

The EC Delivery Team has established the 3rd Quarter 2011 training schedule which allows LEAs, Charter Schools and SOPs to take advantage of various training opportunities.

Please take note of several new classes: Mass Change, Introduction to CECAS Reports, PSSP and CPW, and Analysis Tool.

6/2/2011 - New Enhancement to COSF

We are pleased to announce an enhancement to the Child Outcomes Summary Form (COSF) in CECAS. This enhancement links the word "verified" to the purpose of the verified COSF in the COSF list screen, enabling users to know whether the COSF in the list is still in process or has been completed. 5/27/11 - Summer Institute

5/18/2011 - Updated CECAS Handouts Now Available

The EC Delivery Team regional trainers have revised many of the CECAS handouts posted on the Handouts page located on the Training tab of the Communication/Information website at http://www.nccecas.org/training/training-downloads.html. At your convenience, please review to ensure you are using the most up-to-date information for your CECAS data entry.

5/12/2011 - Issue with Plans is fixed

The issue when creating a new plan some records are requiring accommodations to previous plans has been fixed. Please contact CECAS Support if there are any further problems with the plans screen.

5/12/2011 - Change/Issue with Plans Screen

Change: When entering a new plan on the plans screen, users must now select IEP or PSSP type before selecting a plan purpose. Once IEP or PSSP is chosen, the corresponding purpose drop list will appear.

Issue: When creating a new plan some records are requiring accommodations to previous plans. This is a bug and we are working to correct it as soon as possible.

4/13/2011 - Upcoming Release of ESY and SLD Worksheets to Production

Two new worksheets, Extended School Year Eligibility (ESY) and Specific Learning Disability (SLD), are projected to be released to CECAS Production after 6:00 P.M. April 22, 2011. The ESY worksheet will be a related form to the IEP/DEC4 and the SLD worksheet is a part of the Eligibility Determination/DEC3.

Please be aware that at the time of the release all SLD Worksheets in DEC 3 forms in any status other than Closed/Verified will be deleted.

The deletion of the open SLD worksheets will not affect other data, such as Screenings/Evaluations, that have been saved in the DEC 3. If users have entered text in SLD worksheets in preparation for eligibility meetings scheduled after the release, they may wish to copy the text and save it into a word processing document or on the comments screen in order to have it available to paste into the relevant fields of the new SLD worksheet when it becomes available.

4/7/2011 - DEC4 Data Request Enhancement

The EC Delivery team can now accept requests to roll back a closed/verified DEC4 to meeting status to correct data entry errors. This request would need to be sent to cecas.incidents@its.nc.gov by the EC Director using the data request form found on the documents page at www.nccecas.org ( http://www.nccecas.org/ )

Please note that this request should only be used to make corrections to data entry errors on the DEC4 and at no time should the request be used to change decisions made at the IEP meeting. Please document the reason for the request on the Other section of the data request form.

*Also note that by rolling back a closed/verified DEC4 to meeting status, the associated plan is deleted and the student will have no current IEP information until the correction is made on the meeting status DEC4 and the form is moved back to Closed/Verified status. The LEA must ensure that the parent has an accurate copy of the IEP.

2/16/2011 - Resolving Near Matches in UID

***LEA LEVEL NOTICE***

This is a reminder that all near matches in UID must be resolved by February 21, 2011. A new submission to UID will occur on February 22, 2011. Records that have not been resolved in UID by February 21, 2011, will be duplicated in UID causing users to resolve the same record more than once.

2/9/2011 - Training Site Release of Revised SLD Worksheet

The EC Delivery team is targeting 2/15/2011 after 6:00 pm to release an updated SLD worksheet in the DEC3 form to the CECAS Training site. All Draft and Meeting status DEC3s that contain the SLD worksheets in the training site at the time of implementation will be deleted. Please be aware that this form is in the initial testing phase and will not have full functionality. The EC Delivery team will be testing this form and it is advised that users do not try to create new SLD worksheets in Training until testing is complete. For questions regarding the release of the SLD worksheet in the DEC3 form, please feel free to contact the Help Desk at 919-807-4357 and press option 2 for CECAS or email at cecas.incidents@its.nc.gov

1/31/2011 - Slowness on CECAS

Currently, CECAS is moving extremely slow when users are trying to navigate the system. This is also causing time out and sever errors. Users are also unable to close verify EC Froms. CECAS is not collecting testing and accommodations in the April 2011 child count. This data will be required in a future child count but not in the April 2011 child count.

1/13/2011 - CORRECTION Testing and Accommodations to Be Released to CECAS Production 1/14/2011

Testing and Accommodation changes are scheduled to be implemented in CECAS on January 14, 2011 after 6:00 PM. These changes will affect the DEC4 and the Plans. Users that use the DEC4 forms, please be advised that all Testing and Accommodations data in DEC4 forms that are in Draft and Meeting status at the time of the release, will be cleared. Users will need to re-enter only the information on the new DEC4 Testing and Accommodations screen. DEC 4 forms that have already been closed/verified at the time of release will not be affected.
