5/6/2013 - Recent improvements in CECAS

Several improvements have recently been introduced to CECAS.

  • The Case Manager Student List report now lists the Next Evaluation Date as it is displayed on the Special Ed screen.
  • The Special Ed screen implements a new rule for calculating the Next Evaluation Date for students whose primary disability is Developmental Delay. The Next Evaluation Date is the Eligibility Determination Date + 3 years OR the day before the student's 8th birthday, whichever is earliest. (The new rule will apply to all new entries, but it is not reflected for dates that were calculated before this release.) Now the Next Evaluation Date for a student whose primary disability is Developmental Delay will not be on or after the date the student becomes 8 years old.
  • The Active Student Services report now displays the Program/Services Begin Date and the Program/Services End Date for the most recent Plan. This report also displays the Next Evaluation Date as it appears on the Special Ed screen for the student.
  • The Next IEP report has been relocated to the Special Ed reports folder and it now pulls dates from Plans, whether the Plan was created manually or from a C/V DEC4. The End Date for the most recent Plan is used for the IEP Due Date.

4/12/2013 - New Preview Button on Periodic Count Submissions page

The EC Delivery team has released a new preview button to allow LEAs/Charter Schools and SOPs to re-print their child count certification during the count. This button can be accessed after a count is certified by using the following steps:

To Preview Certification:

Open the Data Exchange folder.
Open the Periodic Count folder.
Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period Type field. Select EC Child Count.
From the count period drop list select April 2013 Child Count.
Select your Region and LEA.
Do not select a FILE TYPE.
Click Search. The Preview button will appear next to the Search button.
Click Preview.
Print the page for your records.

**Note: This button is currently only available while the count window is open. We are working to allow it to be available at all times.

04/11/2013 - Inactivation of "Special Education" is postponed

The Exceptional Children Division has decided to delay the previously scheduled inactivation of the selection of "Special Education" in the "Anticipated Frequency and Location of Specially Designed Instruction" drop list in the DEC4 and in the "Program/Service" drop list in manual plans. Additions to the drop list are under consideration. Updated information will be communicated as it becomes available.

4/10/2013 - April Child Count Submission

**Thank you to all of the LEAs who have completed and Certified the child count. Please disregard the following message.**

The April count is well under way and most LEAs and Charter Schools have completed an initial submission. Please make sure to submit and certify your count, by close of business on April 12, 2013.

Submitting the Count:
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, click New Submission and fill in the drop list.

We have several LEAS in Validation complete, please see the steps below to certify your count.
To Certify the Count:
The EC Director must sign into CECAS.
Open the Data Exchange folder.
Open the Periodic Count folder.
Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period Type field. Select EC Child Count.
From the count period drop list select April 2013 Child Count.
Select your Region and LEA.
Do not select a FILE TYPE.
Click Search. The Certify button will appear next to the Search button.
Click Certify.
Print the page for your records.

3/28/2013 - Delete All April Test Counts

In preparation for April Child Count all test counts need to be deleted. If your count is in any other status other than certified, please open the processing work box and click delete. If the count has been certified, please follow the steps below to uncertify, you will then be able to delete the count.

To Uncertify the Count:
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period Type field. Select EC Child Count.
From the count period drop list select April Test Count 2013. Select Region and LEA. Do not select a FILE TYPE.
Click Search. The Uncertify button will appear next to the Search button.
Click uncertify.

The April Child Count will open for submissions on April 1. Initial Submission from all LEAs and all Charter Schools is due by April 5, 2013. Deadline for certification is due by April 12, 2013.

3/11/2013 - April 2013 Periodic Child Count Submission Schedule

The April 2013 child count for children with disabilities will be transmitted through CECAS based on the submission dates as listed in the table below.

The Special Education Child Count Verification form (for those LEAs whose EC Director does not actually do the CECAS submission) is available in the "Memorandums and Official Communications" of the Downloads Tab on the CECAS Information Site. Please note that EC Directors will now be mailing this form to the EC Delivery Team.

3/8/2013 - CECAS Production Site Maintenance on 3/9/2013

CECAS Production will be down for maintenance on Saturday, 3/9/2013, from 9:00pm to 12:00am. Thank you for your patience during this interruption.

02/22/2013 - Required Correction of Invalid Race/Ethnicity Codes

All records to be counted in the April child count are required to have valid Race and Ethnicity code in NCWISE. A spreadsheet of NCWISE IDs that require correction as been posted on the CECAS Communication Site under the Documents tab within the Period Count section. The spreadsheet is titled "List of NCWISE IDs with Invalid Race/Ethnicity Codes". These records must be corrected in NCWISE prior to March 15th.

2/21/2013 - CECAS production and training sites will be offline at 6AM - 8AM, Sunday, February 24, 2013

The CECAS production and training sites will be offline for approximately two hours starting at 6:00 a.m. Sunday, February 24, 2013. During this time ITS will be performing data center switch upgrades for all systems hosted in the Western Data Center. Access to CECAS production and training sites should be re-established by 8:00 a.m.

2/21/2013 - CECAS Training Site Maintenance on 2/22/2013 is Postponed

The maintenance to CECAS Training on Friday, 2/22/2013, from 2:00pm to 7:00pm, has been postponed. You will be notified when a new date and time for the maintenance is determined. Thank you.

2/14/2013 - CECAS Daily Users Monthly Webinars Scheduled for 2/20/2013

The CECAS Daily Users Monthly Update webinar that was previously cancelled on February 6, 2013, has been rescheduled for February 20, 2013 at 9:00AM.

One or more representatives of your LEA should attend.
In preparation for the CECAS Daily User Webinar(s) the instructions are as follows:
1. The monthly meetings will be held via GoToWebinar. You will need to follow a 1-time registration process to attend each of the scheduled meetings. Once you have initially registered at the following link (https://www1.gotomeeting.com/register/463057640) you will receive an email from the GoToWebinar application, providing you with the new link, unique for only you, to join the scheduled meetings.
2. Please ensure to use the link received from the GoToWebinar application to join EACH meeting scheduled throughout the year. Simply click this link a few minutes prior to the webinar's scheduled date and begin time to gain access to the webinar.
3. Make sure to keep the link received. However, if you lose the link, request this via email at Angelia.Herring@dpi.nc.gov.
4. This link is to be used individually and not be shared, as it only provides meeting entrance for only one meeting participant.
5. Should the meetings be canceled or moved to a different date and time, you will be notified by email.
