8/11/2015 - Indicator 7 Count is Now Open for Submissions

Indicator 7 is now open for submissions. All submissions should be submitted and Certified no later than August 14, 2015. Reporting user LEAs will submit the Indicator 7 spreadsheet located on the Reporting Users tab at http://www.nccecas.org/reportinguser/reportinguser.html

Submitting the Count:

The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, click New Submission. Fill in the drop lists on the screen using the totals on the Early Childhood Outcomes Report for the Active and Exited students. If the submission is rejected and different numbers are listed in the rejection, the user should resubmit using the Actual student count listed in the rejection notice.

Correcting Technical Manual Data Errors:

When the submission is in Technical Manual Data Errors status, open up the errors and resolve them using one of two ways:
1: If student needs to have COSF data added, update the record on the Data Manager screens and then re-submit the count.
2: If student did not actually receive EC Pre-K services for 6 months, student should be deleted from count.

To Certify the Count:

Make sure the count status is either NO DATA or VALIDATION COMPLETED
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period Type field. Select Indicator 7. From the count period drop list select SY 2014-15 Ind 7. Select Region and LEA. Do not select a FILE TYPE.
Click Search. The Certify button will appear next to the Search button.
Click Certify.

Print the next page for your records.

8/10/2015 - PowerSchool and CECAS Data Sync After EOY

In an effort to most effectively communicate the status of the sync of data between PowerSchool and CECAS after EOY, an updated 'Sync Status' document is periodically posted to the CECAS Communication site at http://www.nccecas.org/downloads/downloads.html. The Sync Status document is sorted by LEA name so that LEAs may easily locate their status. The 'Sync Status' document has been updated every few days as we have been moving through the sync process.

It has been brought to our attention that some LEAs/charters will need to be resynched to update some information. Another status called 'Resync required' has been added to the 'Sync Status' document and has been posted to the CECAS Communication site. We apologize for any confusion or inconvenience that this may have caused and are working diligently to complete the sync of data between PowerSchool and CECAS. After the sync of data between PowerSchool and CECAS is complete, we will begin the process of syncing data from CECAS to PowerSchool.

7/2/2015 - PowerSchool and CECAS Data Sync After EOY

In preparation for the sync of data between PowerSchool and CECAS after EOY, the Sync Status document has been updated on the CECAS Communication site at http://www.nccecas.org/downloads/downloads.html. The Sync Status document is sorted by LEA name so that LEAs may easily locate their status. CECAS targets completion of each LEA sync prior to the first day of school within the LEA. The Sync Status document will be updated every day or two as we move through the sync process.

6/2/2015 - 2015 Data Submission for Indicators 7, 11 and 12

Indicators 7 and 11 will be submitted using the CECAS system this year. No changes have been made to this process for the 2014-15 school year. Please run your LEA's Indicator 11 Periodic Count Preview report in CECAS to review the data for this submission. Test counts for Indicator 7 and 11 are also available in CECAS for LEAs to practice the submissions and verify data.

Reporting users that used the XML upload in CECAS for the December 2014 child count will be required to submit an XML file for Indicator 11 and a spreadsheet for Indicator 7. The Indicator 7 spreadsheet for reporting users will be posted to the CECAS communication site on the Reporting Users tab (http://www.nccecas.org/reportinguser/reportinguser.html).

Indicator 12 will be submitted on spreadsheets by all LEAs. Charter Schools do not need to submit an Indicator 12 spreadsheet this year. The Indicator 12 spreadsheet has a tab with helpful clarifications to assist LEAs in entering their data. The spreadsheet will be posted on the CECAS communication site on the Documents tab under Memorandums (http://www.nccecas.org/downloads/downloads.html).

04/30/2015 - Effective May 8, 2015, some of the Behavioral Services/Interventions available for selection within the PRC 29 Student Information Form will be modified.These changes apply ONLY to the PRC Student Information Form. The services in the IEP form are unchanged.

The following items will be inactivated and no longer available to add to the Student Information Form:

Crisis Team, Day Treatment, Mentor, One on One Teaching Assistant, Specific Subject Area Teacher, Adult Mentorship, Art Therapy, Conflict Resolution Drama, Drama Therapy, Group Recreation, Interagency Meeting, Peer Mentorship, Physical Activity, Physical Therapy, Positive Behavior Intervention Plan, Safety Plan, Self Monitoring, Walk and Talk, Field Trips, Focused Reading Instruction, Speech Therapy, Vocational Training, Calls to Parents, Consistent Parent Contact, Teacher/Parent Meeting, Time Out Inside Classroom, Time Out Outside Classroom, Time Out Room, Greeting Rituals, Transition Rituals.

The following items will be added:

Planned Time Out Inside Classroom, Planned Time Out Outside Classroom, Planned Time Out Room, Transition Strategies.

These changes are being made in consultation with the Exceptional Children Division Behavior Support Section. If you need assistance using CECAS to document the PRC29 SIF, please contact your Regional CECAS Trainer. For questions about PRC 29 grants, please contact your Regional Behavior Support Consultant.

04/21/2015 - CECAS Login Issues Resolved

4/20/2015 - April Child Count Submission

**Thank you to all of the LEAs who have completed and Certified the child count. Please disregard the following message.**

The April count is well under way and most LEAs and Charter Schools have completed an initial submission. Please make sure to submit and certify your count, by close of business on April 22, 2015.

Submitting the Count:

Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, click New Submission and fill in the drop list.

We have several LEAS in Validation complete; please see the steps below to certify your count.

Open the Periodic Count folder.
Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period Type field. Select EC Child Count.
From the count period drop list select April 2015 Child Count.
Select your Region and LEA.
Do not select a FILE TYPE.
Click Search. The Certify button will appear next to the Search button.
Click Certify.
Print the page for your records.

04/16/2015 - Rescheduled CECAS PRC 29 Training Webinar

04/13/2015 - Production Site Issues: Update

Some users are still unable to log into and access CECAS. We are diligently working with the Office of Information of Technology Services (ITS) and our vendor to correct this issue. It is not necessary to report access issues to the CECAS helpdesk at this time. We will post another update when the issue has been resolved. 04/01/2015 - CECAS Release Notes - Production Environment

V3.7.23.0 (31st March, 2015)

Background information: The purpose of this release was to provide minor bug fixes and enhancements.

Miscellaneous Bug Fixes & Enhancements
1. Delete the students from the system whose status is "Migrated". This data has been imported into CECAS in the initial year of implementation.
2. CECAS student search

  • Local ID Search: When a user enters a local ID with blank spaces, the system will ignore the blank space and searches for the respective students without blank space.
  • NC Student ID Search: When a user enters an NC Student ID with blank spaces, the system will ignore the blank space and searches for the respective students without blank space.

3. Periodic Count

  • When student ID type is NCWISE and user submits alpha numeric values to NCWISE ID, the system will catch it as an error and the user has to correct this ID as a numeric value
  • Race values "M" and "H" must be available in the Race Look Up table in order to catch Multiple races and Hispanic values for the students
  • Updated Races "11111" and "00000" for "M" and "H" values for the Federal reporting purposes.

4. Analytics

  • Hiding HasIEP and WasConsiderEligible fields in SpecED cube drill down results
  • Added Provider Name in the drill down results in Program Services Cube
  • Added Disability dimension in Indicator-7 Certified cube. Users can filter the data based on the Disability Code and Disability Description
  • Corrected the Re-evaluation dates logic based on the Child Special Education data from tblChildSpecEdEvaluation table in SpecED cube
  • Column heading changed to "NC Student ID" from NCWISE ID
  • Added new column "Plan Purpose" in the drill down results for Program/Service cube

3/25/2015 - April 2015 Periodic Child Count Submission Schedule

The April 2015 child count for children with disabilities will be transmitted through CECAS based on the submission dates as listed in the table below.

The Special Education Child Count Verification form (for those LEAs whose EC Director does not actually do the CECAS submission) is available in the "Memorandums and Official Communications" of the Downloads Tab on the CECAS Information Site. Please note that EC Directors will now be mailing this form to the EC Delivery Team.
