User ID assignment, and the security levels (roles) granted to users is an LEA decision, and proceeds according to LEA timetables. If you need a User ID assigned, please contact your LEA CECAS Contact.

SECURITY NOTE: Protect your personal account information for CECAS at all times. Never give your user ID and password to unknown callers, during telephone solicitations, or in email. The CECAS Support Team will not ask for your password information for CECAS. Any misuse of personal identification should be reported via email to security-group@dpi.state.nc.us.
Protection of sensitive data is required. Any data stored to removable media must be kept under control of the authorized user; in addition, any softcopy must be password protected. After the media is no longer needed, it shall be cleared or destroyed.

9/2/2010 - Production Site Reports Not Opening

Currently, users are reporting problems opening CECAS Reports. We are working on this problem and will post here when corrected. For all other CECAS issues, please contact the Help Desk at cecas.incidents@its.nc.gov.

8/31/2010 - Slowness on CECAS

Currently, CECAS is moving extremely slow when users are trying to navigate the system. We are working to correct this and will post when resolved. Contact the Help Desk at 919-807-4357 and press option 2 or email cecas.incidents@its.nc.gov for all other problems.

8/31/2010 - CECAS Bug Fixes Released to Production

8/25/2010 - Upcoming Webinar - Preparing to Roll-out CECAS EC Forms Training - Guidance and Discussion

The EC Delivery Team has added a new session to the 3rd quarter list of training opportunities that are posted on our CECAS Training tab located on the CECAS Communication site (www.nccecas.org). This webinar discussion session is entitled Preparing to Roll-out CECAS EC Forms Training - Guidance and Discussion and will be held on Thursday, September 9 from 2 PM to 4 PM. Whether you are a large LEA, a small LEA, a large Charter School, or a small Charter School, if you are about to begin the use of the CECAS DEC4 form, or will be adding the use of additional CECAS EC Forms this school year, this session may help in your planning and subsequent training. 8/23/10 - Reschedule of Ind 11 training

Due to delay in the development of Indicator 11 features in CECAS, the training scheduled for 8/26 is being canceled. New training dates have been added for the afternoons of 9/16 and 9/23. If you were scheduled for 8/26 the trainer will contact you with instructions to re-register for 9/2, 9/16, or 9/23. The Indicator 11 count is planned for the 1st 2 weeks of October.

8/23/2010 - CECAS Updates

Congratulations! Through a great deal of diligence and strong efforts, LEAs, Charter Schools and State Operated Programs completed the first Indicator 7 child count in CECAS! The EC Delivery Team will be meeting in the coming week to discuss possible improvements to the process based on lessons learned during the count. We appreciate all of the hard work that went into making this count a success.

CECAS-Support added the count period selections for the 2010-11 school year into the reports in CECAS. This will allow users to run reports for their count all year long and prepare ahead. Users will also receive a 2010-11 Count Schedule as a guide for Exceptional Children data collections.

8/16/2010 - REMINDER - Indicator 7 Count Must Be Certified today

The Indicator 7 count is coming to a close and all LEAs and Charter School submissions should be Certified no later than close of business today, August 16, 2010. As a reminder, we are posting some answers to common questions about completing this count. *LEAs who have certified the Indicator 7 do not need to complete the steps below.
Submitting the Count:
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, click New Submission. Fill in the drop lists on the screen using the totals on the Early Childhood Outcomes Report for the Active and Exited students. If the submission is rejected and different numbers are listed in the rejection, the user should resubmit using the Actual student count listed in the rejection notice.
Correcting Technical Manual Data Errors:
When the submission is in Technical Manual Data Errors status, open up the errors and resolve them using one of two ways:
1: The record is deleted from the submission and not counted because it was counted in last year's Indicator 7 submission.
2: Update the record on the Data Manager screens and then re-submit the count.
Most of the errors will be kindergarten students who are pulled into the count but may have actually been counted on last year's Indicator 7. This is because there is not an Indicator 7 count in CECAS to use as a baseline. These kids won't be screened out. Go to the Delete Student Link in the Submission Processing Work Box and delete the students who are not 3,4, or 5 and exited pre-k during the 09-10 school year.
Other possible errors are related to race/ethnicity and LEAs will need to update records to the new race. If this error occurs, go to the Child Demographics screen, select the correct race for the student and resubmit the count.
To Certify the Count:
Make sure the count status is either NO DATA or VALIDATION COMPLETE.
The EC Director must sign into CECAS.
Open Data Exchange folder, Open the Periodic Count folder, Click on Periodic Count Submissions.
On the Periodic Count Submissions page, drop down the Count period Type field. Select Indicator 7. From the count period drop list select SY 2009-10 Ind 7. Select Region and LEA. Do not select a file type.
Click Search.
The Certify button will appear next to the Search button.
Click Certify.
Print the next page for your records.

08/09/2010 - September 2010 Exit Count Submission Schedule

The September 2010 child count for children exiting special education will be transmitted through CECAS based on the submission dates as listed in the table below. Please follow the posted schedule for your LEA. 3rd party submissions must submit complete files with all required elements for each record. Incomplete 3rd party files will be deleted.

The EC Delivery Team has created a document for LEAs and Charter schools to assist in verifying count data. EC Directors and Data Managers are encouraged to use this during the child count process. There is one document for the September Exit Count and one document for the Active counts in December and April. We have posted them on the Downloads tab under the Periodic Count section.

The Child Count Verification Form for LEAs or Charters in which the EC Director does not submit the Child Count can also be accessed from the Downloads page of the CECAS Communications web site at www.nccecas.org.
